Wharton's Olivia Mitchell and Leora Friedberg of the University of Virginia discuss the $4.4 trillion public sector pension shortfall.

Not Enough time, Not Enough Money

Sanitation workers, firefighters, teachers and other state and local government employees have performed their duties in the public sector for decades with the understanding that their often lackluster salaries were propped up by excellent benefits, including an ironclad pension. But Moody’s Investors Service recently estimated that public pensions are underfunded by $4.4 trillion. That amount, which is equivalent to the economy of Germany, accounts for one-fifth of national debt. It’s a significant concern for public employees who were banking on a fully funded retirement to get them through their golden years.

King William T.E.A. Party ( Taxed Enough Already ) has earned a well-deserved reputation as the “only conservative voice in King William.

Over our brave history of eleven years we have exposed numerous examples of both county government and school personnel either misleading or outright lying.

This has come at a serious price of official, cowardly retaliation to some of our supporters.

The most recent (and well documented) incident was exposed in the paid ad we ran in the COUNTRY COURIER's June 24th issue.

Presenting official county records for land assessment vs. actual sales, it exposed without a doubt the County Administrator's misleading public assertion that “land values have remained level.”

Why is this important? Because it showed how the scandalous Land Use Tax Exemption Program (special tax breaks for millionaire “farmers”) and shifting the tax burden to homeowners and businesses has to be covered up by promoting false information.

The ad – reproduced on our web page and Facebook – shows the rising land values from 2015 to 2019 but most recent land sales were well above assessed (and taxed) values.

But, hiding behind cover of the County Administrator's false statement, the Board of Supervisors quietly passed on the opportunity this year to rein in the sweetheart deal their millionaire supporters and benefactors have been getting for the last six years.

Conveniently by law, this tax-shifting onto the backs of regular folks can't be changed until the next round of reassessments; years from now.

Sadly, the two local area newspapers haven't found the need to report this, appearing to be content with just acting as a “stenographer” for the county's official propaganda. No balance allowed from opposing views in their “news” items on county statements and BOS proceedings.

Now, recognizing that most people get their news on social media more than never before, KWTP has launched a concerted effort to support this trend to help get the word out.

Very often, our website (thanks to webmaster Paul) is recognized as one of the best sources for real KW news and information, as is our FACEBOOK page ( thanks Fred ) with hundreds of LIKES.

Unless and until the PC censors shut this down, we will continue to investigate, validate and report what we've found.

Remove Division Superintendent Dr. David White from King William County Public Schools!

In recent events, King William County Public Schools division superintendent, Dr. David White, has shown his agenda to shove the Black Lives Matter mentality down the throats of our community. With a letter to our parents of King William County students, a resolution highlighting one race over another, and an under the table set up of a rally supporting those that burn our flags, kneel to the Pledge of Allegiance, and burn down cities and towns creating hate. With all of that said we need to ban together as a community to let Dr. David White know that we will not be divided. We will not tolerate such to go on in our community involving our schools, thus creating division amongst our students, our families and our staff!

Vet KW Real Estate Assessments Exposed !
King William, VA, November 12th 2020


Speaking Thursday evening to a gathering of King William T.E.A. Party supporters, local activists Fred Krauss and Ray Carter presented facts and figures challenging the conduct of the county's new real estate assessments and validity of the wildly inconsistent data used to grossly inflate the “value” of many properties while drastically lowering others.

Krauss, a previous member of King William's Board of Equalization who owns several properties, pointed to some homeowners being hit with increases of 40% or more while some of the county's biggest businesses got a big gift.

“The paper mill's assessment dropped by nearly $8 million and the kitty litter plant got a million dollar break,” he said.

Citing figures just released by the Commissioner of Revenue, Krauss said “this leaves a tax receipt deficit of more than $7.5 million that will have to be made up by regular homeowners and businesses.”

Carter, who recently retired in King William after his career in the US Army including extensive contract oversight experience, cited violations of contract requirements and Virginia law by Brightminds, the Roanoke-based assessment company.

“The County appears to not be holding Brightminds to contractual obligations and to the standards set forth in Virginia Code Title 58.1 regarding notification of assessment and providing written justifications as to property assessment increases,” he said. “Also, failure to provide printed documents afforded to property owners in accordance with the code.”

In discussion that followed, some attendees criticized conclusions by the Board of Supervisors in their November 5th special meeting, saying it looks like Brightminds is getting a pass. This leaves many residential and commercial property owners hit with unjustified assessments while at the same time having to pick up the bill for shoddy performance.

County taxpayers who would like to appeal their assessments face an uphill struggle, Krauss said. “The process seems intentionally difficult and the chances of success are small for most people.”

KING WILLIAM — The King William Commissioner of Revenue’s Office is being audited and losing a staffer after refusing to take part in the county’s reassessment process, one of the essential functions of the office.

Without Commissioner of Revenue Sally Pearson’s involvement, the reassessment revealed that nearly 500 properties weren’t being taxed, some for as long as a decade. The reassessment is expected to increase the county’s tax revenue by more than 25%, a significant increase needed to fund other departments.

KING WILLIAM — A King William County financial inquiry into the Treasurer’s Office found nearly $2 million of uncollected real estate taxes, numerous bank accounts at multiple banks, and treasury employees handling taxpayer dollars without supervision.

The county launched the probe mid-June after several citizens came forward expressing concerns about unpaid taxes. Since then, the county has spent months scrutinizing the office’s practices and handling of funds.

Fitton: Judicial Watch Finds 2.5 Million ‘Extra’ Registrants on Voting Rolls – Warns 5 States to Clean Up or Face Federal Lawsuit

One of the most important things we can do in this election year is continue to force states and counties across the nation to comply with the National Voter Registration Act of 1993 (NVRA).

And we are. We have sent notice-of-violation letters to 19 large counties in five states that we intend to sue unless they take steps to comply with the law and remove ineligible voter registrations within 90 days. Section 8 of the act requires jurisdictions to take reasonable efforts to remove ineligible registrations from their rolls.

These 378 counties combined had about 2.5 million registrations over the 100%-registered mark, which is a drop of about one million from our previous analysis of voter registration data. Although San Diego County removed 500,000 inactive names from voter rolls following our settlement with Los Angeles County, San Diego still has a registration rate of 117% and has one of the highest registration rates in the county.

We found major voting list issues in California, Pennsylvania, North Carolina, Virginia, and Colorado.

In 2018, the Supreme Court upheld a massive voter roll cleanup that resulted from our settlement of a federal lawsuit with Ohio. California also settled a similar lawsuit with us that last year began the process of removing up to 1.5 million “inactive” names from Los Angeles County voting rolls. Kentucky also began a cleanup of up to 250,00 names last year after it entered into a consent decree to end another Judicial Watch lawsuit.

King William T.E.A Party volunteers cleared away brush on Etna Mill Road in the northern part of the county so that motorists could get a better look at an important reminder for a recently elected member of the Board of Supervisors.

The group hopes the new sign message prompts the citizens of Supervisor Ed Moren's 5th District ( Mangohick ) to raise the question regarding his promise during last fall's campaign to lower taxes.

New real estate assessments are coming in a few months and it is expected that they will be 20-25% higher, prompting enormous tax bills for the already burdened homeowners in King William.

"VDOT encourages individuals and groups to do roadside cleanup," said Robert "Sarge" Bruce, KWTP Secretary, "so our group's civic-minded volunteers are ready and willing to step up and help."

KWTP celebrated its 11th Anniversary on August 13 with a meeting at Ripleys Family Restaurant.

One Dead, Suspect in Custody After Gunfire During Pro-Trump Rally, Counter-Demonstration

A suspect is in custody after a person was shot dead on Saturday during a pro-President Donald Trump rally in Denver that had been disrupted by counter-demonstrators.

The shooting took place in the courtyard of the Denver Art Museum at approximately 3:37 p.m., Denver Police Investigations Division Chief Joe Montoya told reporters at a press conference.

A verbal altercation transpired just before the shooting.

The person who was struck by gunfire died, police officials said. The shooting is being investigated as a homicide.

WHO Official Urges World Leaders to Stop Using Lockdowns as Primary Method Against CCP Virus

The World Health Organization’s special envoy on COVID-19 has urged world leaders to stop using lockdowns as the primary control method against the spread of the Chinese Communist Party (CCP) virus, commonly known as the novel coronavirus.

“We in the World Health Organization do not advocate lockdowns as the primary means of control of this virus,” David Nabarro told The Spectator in an interview aired on Oct. 8. “The only time we believe a lockdown is justified is to buy you time to reorganize, regroup, rebalance your resources, protect your health workers who are exhausted, but by and large, we’d rather not do it.”

Nabarro pointed to the collateral damage that lockdowns are having worldwide, especially among poorer populations.

“Just look at what’s happened to the tourism industry, for example in the Caribbean or in the Pacific, because people aren’t taking their holidays. Look what’s happened to smallholder farmers all over the world because their markets have got dented. Look what’s happening to poverty levels. It seems that we may well have a doubling of world poverty by next year. Seems that we may well have at least a doubling of child malnutrition because children are not getting meals at school and their parents, in poor families, are not able to afford it,” Nabarro said.

“This is a terrible, ghastly global catastrophe actually,” he added. “And so we really do appeal to all world leaders: Stop using lockdown as your primary control method, develop better systems for doing it, work together and learn from each other, but remember—lockdowns just have one consequence that you must never ever belittle, and that is making poor people an awful lot poorer.

The proposed legislation, the “Combatting Violence, Disorder and Looting and Law Enforcement Protection Act,” creates new criminal offenses and increases penalties for those who target law enforcement and participate in violent or disorderly assemblies.

No group of Americans has been more deleteriously affected by the COVID-19 pandemic than our elderly. For younger people without significant preexisting health conditions, the novel coronavirus usually comes and goes without serious consequences.

But for the elderly—particularly the frail and those with comorbidities—it’s a terrible killer.

Indeed, according to the U.S. Centers for Disease Control and Prevention, the risk of death for COVID-19 patients aged 65 to 74 is 90 times higher when compared to the risk of death for COVID-19 patients ages 18 to 29. The risk of death for patients 75 to 84 is 220 times higher. And get this: For patients age 85-plus, the risk of death is a staggering 630 times higher.

Michael Smart, a Regional Field Coordinator for the John Birch Society, brought this group's traditionally conservative message of God, family and freedom to the latest meeting of the King William TEA Party.

Speaking to Thursday evening's gathering at Ripleys Family Restaurant, Smart stated the Society's immediate mission to “build a moral and informed electorate,” emphasizing the wisdom of America's founders in establishing a Constitutional Republic.

“Direct democracy that's being pushed by many groups today is the tyranny of majority rule,” he said. “It is destructive of liberty because there is no law to prevent the majority from trampling on individual rights. But a republic is a government of laws under our Constitution, holding the government in check.”

Asked why the Congress and Federal government can get away with so-called “laws and regulations” that are clearly unconstitutional, Smart pointed out that the abuse of authority has happened because we have lost sight of basic principles.

“Nowhere does the Constitution authorize providing foreign aid handouts, unemployment benefits, subsidized housing, agricultural price supports or any other wealth-redistribution schemes, “ he declared.

The JBS remedy to this overreach comes in two forms. First, Smart said, is holding our elected officials accountable to their oath to “support and defend the Constitution.”

T.E.A. Party hears militia presentation

Top officers of the recently formed King William County Virginia Militia explained the group's mission and structure at King William TEA Party's latest meeting.

Speaking to Thursday evening's gathering at Ripleys Family Restaurant, militia commander Daniel Winters and executive officer Jeremy Hester, both US Navy veterans and county residents, emphasized the organization's legal foundation under the US Constitution and Virginia law.

“The Code of Virginia identifies the 'unorganized militia' as all able-bodied residents between 16 and 55 who are US citizens,” Winters noted, “that's the basis for who we are and what we do.”

Hester explained that one of their first actions was to meet with King William's Sheriffs Department to offer assistance if needed in certain situations.

“We're purely defensive, prepared and trained to help local and state law enforcement authorities,” Hester said.

Winters said that membership has grown to several dozen local residents, mostly US military veterans, and newcomers are invited. Veterans are strongly encouraged to join, but no experience is necessary.

“All prospects are carefully screened,” he said, ”and we enforce a strict code of conduct.”

The group's information handout has a formal Statement of Purpose:

“King William County, VA Militia's purpose is to protect and defend the United States and our Constitutional form of Government; to protect and promote the well-being of the citizens of King William County, and surrounding areas; to assist our community with any natural or man-made disasters; as well as to provide back-up assistance to state and local law enforcement agencies, including King William Sheriff's Department and Virginia State Police.”

Statue of Jesus Found Toppled, Beheaded in Miami, Church Says

A statue of Jesus Christ was found toppled and beheaded at a Catholic church in Miami, an act of vandalism that probably will be investigated as a hate crime, church officials said.

The attack that occurred sometime between late on July 14 and the morning of July 15 at Miami-Dade’s Good Shepherd Catholic Church was likely targeted, Rev. Edivaldo da Silva said. The statue was decapitated and removed from its pedestal, he said.

“This crime reflects the increasing attacks on the Catholic church across the country,” the archdiocese said in a statement, referring to a series of arson attempts on churches in recent days in the midst of nationwide unrest.

Similar acts of vandalism have included the toppling of the statue of Rev. Junipero Serra, the priest who founded the California mission system. In another incident, a man attempted to set a Florida church on fire after crashing into it earlier this month. Meanwhile, a statue of the Virgin Mary was desecrated in Tennessee over the weekend.

The pastor of St. Stephen Catholic Church in Chattanooga, Tennessee, found the statue decapitated on July 18, according to the Catholic News Agency. The statue’s head hasn’t been located.

When introducing her recommendations for the upcoming budget, King William County's Administrator noted that the new round of real estate assessments had residential values increasing some 20%, commercial values increase 5-10%, but “land values remain level.

Wait a minute ! Isn’t land a part of both ? Would the reason behind her illogical assertion be to continue giving very generous tax breaks to some of the county's wealthiest landowners while raising taxes on ordinary homeowners and businesses?

What data could the County Administrator be referencing that she based that statement on---and why would she SAY what is clearly not true ?

Key to this deception is the per acre values – $612 ( Forestry ) and $1500 ( Agriculture) – that are special reduced rates only for land in the Land Use Tax Exemption program. This obvious undervaluing can only be corrected/adjusted in the year that a new assessment is underway. And it just so happens to be this year when homeowners are going to get hit with much higher assessments.

In comparing actual King William County LAND Sales for the years 2015, & 2019, facts reveal an inconvenient truth. It should be obvious what drives county officials to continue to mislead citizens on something so vital to a county with a relatively small tax base, and the desire to shield their favored sons from higher taxes:

The revised FY2021 budget is projected off of the following scenario:
Calendar Year 2020 to be set by Board in April to remain at $0.86/$100
Calendar Year 2021, to be set by Board in April 2021, calculated at a $0.73/$100 rate. This lines up with the 1% increase per Virginia statute for the reassessment.
Fiscal Year 2021 budget is built off of two separate assessment rates and tax rates:
FY2021 real property will be due in December 2020 at the 2014 assessed rates at $0.86/$100.
FY2021 real property will be due in June 2021 at the 2020 assessed rate at $0.73/$100.

Gun-Rights Leader: Virginia ‘Second Amendment Sanctuary’ Movement Just Getting Started

The head of the group pushing Virginia counties to refuse to enforce unconstitutional gun laws, declaring themselves "Second Amendment sanctuaries," told the Washington Free Beacon he has seen an unprecedented groundswell of support that he expects to only grow.

When Virginia Citizens Defense League (VCDL) president Philip Van Cleave spoke with the Free Beacon on Tuesday afternoon, 15 of Virginia's 95 counties had passed sanctuary resolutions; five more joined that night.

Van Cleave said that his group would typically garner up to a hundred people at the General Assembly for past gun bills, but that nearly a thousand showed up to support the sanctuary proposal in rural Bedford County.

Sanitation workers, firefighters, teachers and other state and local government employees have performed their duties in the public sector for decades with the understanding that their often lackluster salaries were propped up by excellent benefits, including an ironclad pension. But Moody’s Investors Service recently estimated that public pensions are underfunded by $4.4 trillion. That amount, which is equivalent to the economy of Germany, accounts for one-fifth of national debt. It’s a significant concern for public employees who were banking on a fully funded retirement to get them through their golden years.

Our guest Speaker this evening comes to us from a renowned & widely respected organization, the John Birch Society. Who was John Birch ? What is the organizations goals today ? Here to give us more detail and to answer those questions is Michael Smart. Mr. Smart is the Regional Director and Development officer. He first joined the JBS in 1995 and quickly became the local Chapter Leader. He turned a struggling chapter into an effective force in his community. His effectiveness was recognized and as a result he was hired as a full time Field Coordinator in 1998. Mr. Smart has worked for the organization in 40 States.

Mr. Smart has been married for 30 years and has four children. He is a native Californian and has called Richmond Virginia home for the last 15 years

Local : A review of the K.W County B.O.S Meeting from Monday September 28 . A question has arisen over a statement by Supervisor Stephen Greenwood ( Aylett 3rd District) and current Chairman regarding the disbursements from a banking account controlled by the Treasurer's office. In the recorded version of the meeting ( reviewed via YouTube ) Greenwood references that the "schools need to spend what has been appropriated and nothing more" . Apparently during the recent audit of the Treasurers office questions were raised regarding routine and frequent transfers of money from this particular bank account to the schools. Efforts are underway to ask the Chairman more specifics on just what he said. If the Treasurers and the Commissioner of Revenues office warranted an "audit" at significant expense to local taxpayers, then perhaps an audit of the schools are also in order, given what Supv. Greenwood said.

State : A number of candidates have announced their intent to seek the Republican nomination for the Governor's race next year. This week Former Delegate Kirk Cox formally announced his intent to run and Virginia Senator Amanda Chase ( R-Chesterfield ) has been running for some time now. Chase spoke at a luncheon in Mechanicsville on Thursday October 1, which I attended. I will share her public comments and review former Del. Kirk Cox's actual record over what was a rather long tenure in the Virginia House .

National : In less than a month now Americans go to the polls to choose the next President. What should we expect ? How long after November 3rd will some states continue to count ballots ? Will the election ultimately be settled by the U.S Supreme Court , and if so just how important is it the nominee Amy Barret be confirmed. In a disturbing development U.S Senator Mitch McConnell has said some things that indicate the nomination may not go forward before the election.

Local : Fred Krauss will detail the highly irregular examples of where this County Assessment Process raises numerous disturbing questions. We have others ( Ray Carter ) in the King William Community who plan on speaking of their own findings. Assessed values routinely are 20-30% below sales prices. In this New Assessment ,assessed values closely track recent sales prices. Is this purposefully being done to fund the considerable County spending increases we are hearing about. We think it is, but come listen to the information and make up your own mind.

: How much money has been spent and the disruption to traffic patterns at the Intersection of 360 & Route 30 ? And for what...bicycle paths and cross walks, which begs the question just how many people will ultimately use this ? All occurring during a time of record public debt.

State : Virginia is reporting that the decline in Public School enrollment stands at 37,000. State funding is set to be cut by several hundred millions of dollars if these numbers hold. Is this a reason to think our King William County School Board will come clean on their own enrollment, or their pending 2021-22 Budget Request ? After all if the number of students are in decline shouldn't it follow that they need less of our tax dollars ?

: In a display of grand arrogance Virginia Speaker of the House Eileen Filler-Corn had her comeuppance when a Judge fined her $500, and ordered her to pay $2,000 in the plaintiffs attorney fees. Hear the details of this case stemming from information that had been requested regarding the removal of Confederate Statues . Textbook example of how dangerous the permanent administrative state has become.

National : November 3rd is just around the corner . I have analyzed lots of data, some anecdotal, some historical in nature to lend some clarity to the Media narrative of what the Polls are suggesting. Let's examine all of it and see what makes sense.......and what doesn't !
